The Housing Authority of the City of Port Arthur is a public agency that provides subsidized housing to low and moderate income individuals and families. The Housing Authority administers many distinct housing programs including Housing Choice Voucher (HCV), Rental Assistance Demonstration (RAD) and Veterans Assistance Supportive Housing (VASH). The Housing Authority of the City of Port Arthur manages approximately 3,000 units comprised of Housing Choice Vouchers, Project Based Vouchers (PBV), Rental Assistance Demonstration (RAD) and Veterans Assistance Supportive Housing (VASH) Vouchers.

Port Arthur Housing Authority administers 3,000 Section 8 Housing Choice Vouchers and also owns, manages, and/or is in a partnership with 10 developments totaling 1,370 units of Mixed-Finance Housing.
